The Real Issue with Karachi: Governance Without Power, a City Without a Voice

Karachi’s crisis isn’t provincial ownership—it’s powerless local government. Federal takeover won’t fix what devolution can.

Federal takeover or local empowerment?
  1. Karachi Region – Urban economic hub; metropolitan authority with policing, zoning, transport, and building control.

  2. Lower Sindh (Thatta–Banbhore) – Coastal/delta governance; fisheries, ports, climate resilience.

  3. Hyderabad Region – Mixed urban-rural; irrigation, agro-processing.

  4. Mirpur Khas (Thar) – Desert economy; mining, livestock, water security.

  5. Shaheed Benazirabad – Agricultural heartland; value chains and logistics.

  6. Sukkur Region – Barrage management; riverine agriculture.

  7. Larkana Region – Heritage and rural development.

This model reduces load, sharpens accountability, and ends the farce where Karachi’s revenue cannot fix Karachi’s roads.

What Federalization Gets Wrong

Federal takeover sounds decisive on television. In practice, it displaces responsibility without fixing incentives. Cities function when local governments do. Everything else is choreography.
