Türkiye to Drill Offshore Pakistan: A Serious Energy Move, Not Yet an Oil Discovery

Türkiye’s TPAO is preparing to drill offshore Pakistan, but exploration is not discovery. Here is what the project means for energy security and investment.

Pakistan and Türkiye flags beside an offshore drilling rig as TPAO prepares to explore Pakistani waters
Offshore system Typical role Possible relevance to Pakistan
Jack-up rig Exploration in comparatively shallow water Possible if the selected prospect lies within suitable water depth
Semi-submersible Stable drilling in deeper water Relevant where waves and depth make bottom-supported rigs unsuitable
Drillship Mobile deepwater or ultra-deepwater drilling A possible exploration solution for distant, deeper targets
Fixed platform Long-term production in shallow water Considered only after a commercial field is appraised
FPSO Offshore production, processing and storage Potential development option where pipelines are uneconomic
TLP or spar Long-term deepwater production Relevant only after field size and economics justify major infrastructure

No publicly available announcement reviewed for this article identifies the precise drilling unit, water depth or platform design selected for the forthcoming campaign. Consequently, circulating a generic rig image is acceptable as an illustration, but presenting one particular platform as TPAO’s confirmed Pakistani rig would be misleading.

The Import Bill Is the Real Battlefield

Malik said Pakistan imports around 90% of its oil requirements, while domestic production stands at approximately 70,000 barrels per day against demand of roughly 500,000 barrels per day. Definitions and reporting periods can alter import-dependence percentages, but the structural conclusion is beyond dispute: Pakistan remains dangerously exposed to imported crude, refined petroleum products, freight charges, insurance costs, dollar availability and international conflict.

This is why petroleum-price debates cannot be separated from upstream exploration. Readers following how external shocks reach Pakistani consumers should examine the numbers behind Pakistan’s petrol-price shock and the deeper distortion discussed in Pakistan’s diesel-pricing crisis.

A meaningful domestic discovery could retain foreign exchange, create royalties and taxes, support local engineering services and improve negotiating leverage. Yet consumers should not be promised immediate cheap petrol. Offshore development can take years, costs must be recovered, and Pakistani fuel prices also include levies, taxes, refining economics and regulated pricing components.

Factual block: Offshore drilling can improve long-term energy security, but it cannot deliver near-term relief at the petrol pump unless a commercial discovery is made, appraised, financed and connected to Pakistan’s energy system.

The $5 Billion Refinery Push Is a Separate—but Connected—Story

The offshore announcement arrived alongside Malik’s claim that companies would begin signing approximately $5 billion in formal refinery-upgrade agreements from September. He emphasised that these would be investment agreements rather than memoranda of understanding.

Pakistan’s ageing hydro-skimming refineries cannot efficiently produce the full mix of cleaner, higher-value fuels required by the domestic market. Deep-conversion upgrades could increase the output of products such as diesel while reducing lower-value furnace oil production.

However, refinery investment and offshore exploration solve different problems. Refineries transform crude into usable products; they do not create crude oil. Pakistan could modernise every refinery and remain dependent on imported crude. Conversely, it could discover offshore petroleum but still require modern facilities, pipelines and product-distribution capacity to capture the full economic benefit.

The strategic opportunity lies in connecting upstream exploration, refinery modernisation, storage, pipelines and transparent fuel pricing into one national energy plan.

What Nobody Is Telling Pakistan

The real test is not whether Türkiye brings a vessel. The real test is whether Pakistan stops treating every foreign arrival as an event and starts treating exploration as a repeatable industrial programme.

One well cannot build energy security. Pakistan needs consistent licensing rounds, reliable geological data, predictable contracts, faster regulatory approvals, enforceable environmental safeguards and payment discipline across the petroleum chain. Malik acknowledged gas-sector circular debt exceeding Rs1.5 trillion—a burden capable of frightening away precisely the investors Pakistan is trying to attract.

The announced consortiums committed around $80 million in initial work over three years. Reuters reported that eventual investment could rise to between $750 million and $1 billion if drilling progresses. The two most important words are “could” and “if.”

Likewise, the proposed Russia-to-India rail corridors through Central Asia, Iran, Afghanistan and Pakistan illustrate Pakistan’s broader geographic opportunity, but those discussions remain exploratory. A map line is not a railway, just as an awarded offshore block is not a producing oilfield. Pakistan’s advantage will materialise only when geography is converted into operational infrastructure.

Frequently Asked Questions

Has Türkiye discovered oil in Pakistan?

No. Türkiye’s TPAO is preparing for seismic and offshore exploration activity. No commercial offshore discovery has been announced.

When is offshore drilling expected to begin?

Ali Pervaiz Malik indicated September or October 2026. A precise drilling date, well location and rig name were not disclosed in the reports reviewed.

Does TPAO have offshore expertise?

Yes. TPAO is Türkiye’s national petroleum company and has experience in offshore seismic exploration and drilling. Experience lowers execution risk but cannot guarantee geological success.
