Are Pakistan’s foreign reserves entirely debt-free?

No. The reserve framework includes support from official financing and bilateral deposits alongside reserve accumulation generated through other flows and SBP purchases. The relevant question is not whether every dollar is debt-free, but whether reserves are liquid, adequate and sustainable relative to upcoming obligations.

Does the upgrade prove Pakistan’s economy has recovered?

It proves stabilisation has progressed far enough for Moody’s to judge credit risk lower. Sustainable recovery would require stronger per-capita growth, exports, investment, productivity, employment and improvements in public services.

Will petrol, imported machinery or solar equipment become cheaper?

Not directly. The rating may gradually reduce financing and risk costs, but commodity prices, the rupee, taxation, freight and domestic banking spreads remain decisive.
