Every year, Pakistan’s defence budget becomes a focal point of criticism and debate. It appears that many are unaware of the global context of military spending. Comparatively, Pakistan’s military expenditure is in line with other nations worldwide.
According to the World Bank’s military spending estimates, Pakistan allocated 2.6% of its GDP to defence in 2022, while India spent 2.4%. Despite Pakistan’s GDP lagging significantly behind India’s, our defence budget has consistently remained between 2-3% of GDP. In 2024, Pakistan’s total defence budget, including pensions, is projected at 2.5% of GDP.
The scrutiny on our defence budget often stems from our poor economic performance. Anemic growth, extremely poor tax collections, and wasteful spending have exacerbated the situation. Notably, losses of state-owned enterprises in the fiscal years 2021 and 2022 amounted to a staggering 1,400 billion PKR.
Pakistan’s geopolitical landscape necessitates a minimum deterrent. Situated in a hostile region, our defence needs are critical. While we are rightfully critical of the establishment’s overarching role in the country’s affairs, we must objectively assess our defence requirements and the corresponding budget allocations.
For several years, the armed forces have operated on a shoestring budget. Despite this financial constraint, it is remarkable that we can match our adversaries pound for pound. The relentless propaganda by naysayers regarding the defence budget will persist until tangible threats, such as enemy tanks at our borders, materialize.
Furthermore, understanding the broader geopolitical context is crucial. For instance, the recent developments involving Pakistan’s US Ambassador and the Taliban, as reported here, highlight the complex and volatile environment in which Pakistan must navigate its defence strategies.
In conclusion, while there are valid criticisms regarding the defence budget and its impact on the economy, it is imperative to maintain a balanced perspective. Ensuring national security in a challenging regional environment requires careful consideration of our defence needs, even as we strive for economic stability and growth.
