Pakistan will need joint staffing structures, chains of delegation, personnel-review procedures, operational doctrines and safeguards against service imbalance. The nameplate outside a new headquarters is the easy part; forcing institutions with decades of separate culture to plan, procure, train and fight as one force is the real reform.
