Can the CDF remove the chiefs of the Navy and Air Force?

The general personnel power in clause 4(2) expressly excludes people appointed under Article 243. Claims that this clause allows the CDF to dismiss every Article 243 appointee ignore the written exception.

Can the CDF retire or retain officers from all three services?

Yes. The proposed personnel authority covers people subject to the laws governing the Armed Forces, including the Army, Navy and Air Force, except for the Article 243 appointments carved out by the clause.

Does the bill abolish civilian authority?

The text gives the CDF operational command and control but also makes the office responsible to the federal government. It identifies the CDF as the principal military adviser to the prime minister, not a constitutional replacement for the prime minister.
