Pakistan’s Rs 9.6 Billion Convoy: Why the SCO Vehicle Plan Demands More Than a Security Explanation

Pakistan’s proposed Rs 9.6 billion fleet for the 2027 SCO summit tests its austerity pledge. What is approved, what remains pending, and who must answe

Pakistan has told its people to accept austerity while officials pursue an exception for a proposed Rs 9.6 billion fleet of armoured luxury cars. That contradiction is the story. Visiting heads of state need credible protection, and Pakistan must host them safely. But a security requirement does not, by itself, explain why the state must buy 45 vehicles, why these models were selected, or what taxpayers will get back after the 2027 Shanghai Cooperation Organisation summit ends.

Reporting published on September 29 describes a plan for 30 Mercedes-Maybach S680 Guard vehicles and 15 BMW 760i xDrive armoured sedans. It says the Economic Coordination Committee approved Rs 6.6 billion for the first group and a further Rs 3 billion for the additional sedans, while the Cabinet Division still needs a federal cabinet exemption from the government’s vehicle-purchase ban. Those are reported stages in a procurement process; they do not establish that 45 cars have already been bought or delivered. bloompakistan.com

Reported component Vehicles Allocation Approximate allocation per vehicle
Mercedes-Maybach S680 Guard 30 Rs 6.6 billion Rs 220 million
Additional armoured BMW sedans 15 Rs 3.0 billion Rs 200 million
Proposed total 45 Rs 9.6 billion Rs 213 million average

Note: The per-vehicle figures divide the reported allocations by vehicle counts. They are arithmetic averages, not disclosed contract prices; taxes, equipment, shipping and other costs may affect the eventual bill. bloompakistan.com

The exemption is where austerity becomes a real test

Officials reportedly argue that production and delivery of specially armoured vehicles require a long lead time. That is a legitimate planning consideration. Yet planning early also gives the government time to publish the security specification, compare purchase with leasing or use of an existing state fleet, and disclose the vehicles’ intended ownership and use after the summit. The reported request for possible customs duty, sales tax and federal excise duty exemptions deserves the same scrutiny: a tax exemption changes the public cost calculation; it does not make the vehicles free. bloompakistan.com
