The true measure of victory lies in something far less dramatic yet infinitely more decisive: whether the original objectives of war are achieved. The idea is not new. It comes from the foundational strategic thinking of Carl von Clausewitz, who famously argued that war is “the continuation of policy by other means.”
If politics defines the objective, then according to Iran’s first message under Mojtaba Khamenei, the battlefield is merely the instrument. Understanding this principle allows us to construct what can be called a War Outcome Matrix, a framework that separates emotional narratives from strategic reality.
The First Rule of War: Objectives Define Victory
Most people assume victory means destroying the enemy’s army or occupying territory. Military theory shows that these are only tools, not outcomes. Clausewitz emphasized that the political objective determines the scale, cost, and duration of war.
Modern strategic studies echo the same conclusion: victory is achieved only when the political goals that triggered the war are realized.
