Is khat the same as naswar?

No. Khat is a leaf chewed for its cathinone-related stimulant effect. Naswar is smokeless tobacco. Their active substances and evidence bases differ, even though both may be held in the mouth.

Is paan safe when it contains no tobacco?

That depends on what else is in it. Areca nut is itself carcinogenic to humans, and paan recipes vary. “Tobacco-free” does not automatically mean “risk-free.” IARC’s assessment is the relevant distinction.
