Are the UN Kashmir resolutions binding enforcement orders?
The principal resolutions were adopted within the Security Council’s peaceful-settlement framework and are not self-executing Chapter VII enforcement measures. Their political implementation stalled, but they remain part of the UN record and shaped the mechanism under which UNMOGIP continues.
Did Resolution 47 require Pakistan to withdraw first?
It recommended that Pakistan secure the withdrawal of tribesmen and Pakistani nationals who entered for fighting. The framework then contemplated an Indian force reduction and plebiscite arrangements. The demilitarization sequence was never successfully implemented.
Did the Simla Agreement cancel the Kashmir dispute?
