The Real Story Is Not Rs5.41 Trillion Alone
The headline number is impressive, but the more consequential development may be hiding behind it: Pakistan is attempting to build an indigenous, sovereign AI system for investigating white-collar crime.
In June 2026, National Centre of Artificial Intelligence Chairman Dr Yasar Ayaz described NAB’s platform as Pakistan’s first sovereign generative-AI-powered investigation system. The system is intended to assist with complaint verification, inquiry management, financial analysis, evidence management and investigative decision support. It is expected to help investigators analyse large document collections, identify patterns, prioritise high-risk cases and connect information spread across bank records, property documents, tax records, contracts and witness statements.
This is the practical side of Pakistan’s sovereign AI infrastructure debate. Sovereign AI does not become valuable merely because a server is installed inside Pakistan or a government department adds “AI-powered” to a presentation. It becomes valuable when locally controlled computing, institutional data and Pakistani expertise solve an expensive national problem without surrendering sensitive information to foreign platforms.
NAB says it has already completed its transition to a paperless e-Office and is moving into the e-investigation phase. That transition could reduce lost files, deliberate delays, duplicate paperwork and dependence on individual officers who control the physical movement of a case. It could also create searchable histories showing who accessed evidence, when a file was amended and how a recommendation changed.
But AI does not automatically remove discretion. It relocates discretion into data selection, system design, risk-scoring rules, access permissions and model outputs. A human officer can manipulate a file; an opaque algorithm can manipulate thousands of files while appearing neutral.
That is why the claim that the new mechanism will leave “no room for human discretion” should be treated as an ambition, not a technical fact.
Pakistan Is Building the Other Half of the Evidence Chain
NAB’s e-investigation platform deals primarily with intelligence, documents, financial patterns and case management. The newly operational National Forensic Agency in Islamabad addresses the scientific examination of evidence. These are separate institutions, but together they could form an important national accountability chain: detection, investigation, forensic verification and courtroom presentation.
The National Forensic Agency’s official service catalogue covers digital forensics, DNA and serology, fingerprint analysis, toxicology, firearms and tool marks, questioned documents, narcotics analysis, pathology, explosives examination and crime-scene investigation. Its digital capabilities reportedly include computer and mobile examination, audio-video analysis, network and drone forensics, and deepfake detection.
During Interior Minister Mohsin Naqvi’s visit, Director General Hasnaat Rasool said the first operational phase had been completed, around 1,500 digital forensic cases had been reported within a year, and 25 specialised laboratories were planned for the second phase. Naqvi also directed the establishment of regional offices in Khyber Pakhtunkhwa, Balochistan, Azad Jammu and Kashmir and Gilgit-Baltistan. Dawn’s report on the visit confirms that the agency is intended to serve police, federal investigators and law-enforcement bodies across Pakistan.
This matters because Pakistan’s investigators should not remain dependent upon a single provincial facility for nationally significant evidence. A murder in Gilgit-Baltistan, a deepfake targeting national security, a narcotics case in Balochistan and a financial fraud investigation in Islamabad require different expertise, but all require defensible evidence and an unbroken chain of custody.
A suspect should not escape merely because a device waited months for examination, a province lacked a laboratory, or opposing counsel could question how digital evidence was stored.
What Nobody Is Telling Pakistan About “Recovery”
A dramatic recovery figure can create a false impression if its components are not separated. If land worth Rs1 trillion is restored to the state, that is a major institutional recovery, but it does not create Rs1 trillion of immediately spendable fiscal space. The state may still need to secure possession, remove encroachments, update revenue records, defend the title in court, determine permissible land use and prevent the same property from being captured again.
