Not yet. It contains NATO-like mutual-defence language, but the public record does not demonstrate NATO-level command integration, force planning or automatic operational response.

Does Pakistan’s nuclear deterrent now protect Saudi Arabia and Türkiye?

No public text confirms that. Pakistani officials previously played down claims that nuclear weapons were included in the bilateral Saudi-Pakistan arrangement. Any assertion of a trilateral nuclear umbrella remains speculative unless formally disclosed.

Is the pact directed against Iran?

The signatories officially say it targets no particular country. Regional circumstances make deterrence against Iranian and Houthi attacks an obvious concern, but Türkiye and Pakistan both have powerful reasons to maintain working relations with Tehran.
