The Makkah Defence Pact: What Pakistan Has Promised—and What Article 51 Does Not Automatically Authorise

Pakistan, Saudi Arabia and Türkiye’s Makkah defence pact creates collective deterrence—but its Article 51 limits and obligations demand scrutiny.

Recep Tayyip Erdoğan, Mohammed bin Salman and Shehbaz Sharif presenting the Makkah Joint Defence Agreement in Saudi Arabia

Has Pakistan extended its nuclear umbrella to Saudi Arabia and Türkiye?

No such extension has been publicly confirmed. Pakistan’s nuclear status strengthens the pact’s deterrent image, but a formal nuclear guarantee cannot be inferred from the communiqué.

Could the pact apply during an India–Pakistan war?

Potentially, if Pakistan suffered an armed attack falling within the agreement, but the nature of Saudi and Turkish assistance would depend on the full pact, the circumstances and decisions taken by all three governments.

Why should Parliament be briefed?

Because the agreement may affect military deployments, national expenditure, strategic risk and Pakistan’s relationships across South Asia and the Middle East. Democratic scrutiny strengthens, rather than weakens, a credible defensive commitment.
